Would this CPU achieve ~60fps?

You have enough ram but the video card also needs to be upgraded. If you want to stick with nvidia grab at least a 450 or higher while if you want to go for ati try and grab a 5750 or higher.
Then later on grab a good aftermarket air cooler and a new psu and overclock that new cpu and you will be fine.
