I understand that building your own PC is usually a better value, but I found a build for $499 that I was interested in picking up:

Intel Core i7-4770 3.4 GHz
8 GB DDR3
Intel HD Graphics 4600
460W PSU

Would that run a good number of games pretty decently if I threw in a nicer video card that the PSU could handle?

In particular, I'm interested in running Brawl, Melee, Mario Kart Wii, Double Dash, and a few others at 1.5x resolution or higher.

I apologize in advance if I forgot to include any necessary information!

I have Intel HD 4600 and i can guarantee it will handle 2xIR just fine but anything higher than that will slowdown emulation speed
It's not a bad deal btw . Just throw in a GTX 750 TI and the pigs will fly...

Well considering that Newegg is asking $310 for a 4770 alone, that's actually a pretty decent deal.
As said above, just grab a decent video card and you'll have a pretty nice system for under $650.
