Would GPD win 2 be able to run Dolphin?

Was mostly wondering if it would be able to run dolphin at a "Playable" framerate.

specs from indiegogo:
* Intel Core™ m3-7Y30
* lntel HD Graphics 615
* 6 inches H-IPS Technology
* 8GB Memory
* M.2 SSD 128GB, Replaceable, No Capacity Ceiling
* 162×99×25mm
* ABS + Aluminum alloy
* 2×4900mAh, In Series
* About 6~8 hours of battery life, it should depend on the actual working conditions

It'll struggle with pretty much every game, although there's a chance that the lightest ones might be playable.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

You're paying for small size and battery life more than anything. You'd get much better bang for your buck with a proper laptop, unfortunately.
It is good for pre-gamecube/PS2 emulation though.

For Pre Gamecube and PS2 emulation you can get a GPD XD or one of their other ones that use Android for 1\3 the price. I would say the advantage of the Win is not in emulation but in classic\indie PC Gaming. Stardew Valley and quite a lot of the lower requirement indie games would run fine. AAA games would also work as long as you get ones that are a good decade old and you temper your expectations and settings. Thst is what you can not get out of even the most powerful android devices.

(Note dreamcast is device to device.... but it also is not really perfect on PC either and less N64 titles would have issues on the win compared to an android device)

It's also pretty good for in-home streaming as Steam's implementation doesn't have a non-Windows client but is otherwise supposedly the best implementation.

I am currently testing one, most of GC games run fine at 1x res (some allow 2x). Only most demanding titles like Star wars are not fullspeed. (Close). Wii titles pretty much the same, I tried several, mario galaxy 2, xenoblade chronicles, and they run fullspeed at 1x. I must use d3d11 though, since though GPU support vulkan, Dolphin is the only emu which I cannot use it. (vulkan works in other emus like PPSSPP though). I suppose intel will update drivers.

There is a youtuber who runs Dolphin games at 720p or 480p depending on the game using the GPD 2 and they run at full speed and he ran games such as mario galaxy at full speed. So you should consider searching up some tests to see if it'll be suitable for you and you can overclock it and extend how much power it uses at the cost being the temp is higher but the system overall has better cooling.

There is no need to overclock anything on win 2. Maybe you mean win 1? I have made several video with gamecube and wii emulation on win2.

Of course 1x res is recommended because vulkan doesn't work on Dolphin (it does on other emus though), but 1 x res is enough for a device with this specs and just 6 inch screen.
