won't start

I get 1 window that is scanning of all games playable by dolphin and then nothing, it says it's running but every time I click on the program in its shrunken form it won't do anything.

Try deleting (or renaming) "Dolphin.ini" in the "User/Config" directory.

I have deleted it but the problem still occurs.
