I have no idea how functional latency wise that is but I don't see why it wouldn't be usable.
I'm doing the same thing with my PS3 GH5 guitar, works flawlessly don't even need external programs as it just get detected as a controller by Windows... No input lag found that cannot be solved in GH calibration.
The PS3 Guitar is nothing but a controller with a DPAD, START SELECT buttons, an analog axis for the Whammy and 5 buttons.
I also have an "offbrand Chinese" USB Guitar with a selection for PS2, PS3, XBOX360, PC, Wii and has a selection button for RB and GH. That thing even works flawlessly in USB passthrough and works without any issue on Wii as well, it actually changes the whole driver that gets loaded when I change to a different console.
