OP , if you MUST have an FX CPU you can do much better than the 4350 you haveto understand something w/ the FX Architecture. its not a series of True "Quad/6/8 Cores while in reality they're Dual/tri/Quad the way the Modules are build and designed they before Better than straight up dual/tri/Quads but they flat out fall flat on performance.
not to mention the IPC of the non 9XXX Series FX's wil be a large bottleneck for PCSX2 & Dolphin and if you look at the APU's avoid anything under the A10 lineup, (higher heat almost same IPC as the 4xxx/6xxx Series FX CPUs if your on a stupid budget, then go w/ an APU A10 atleast the 7850k or 7900 (granted i just posted if my rig will run games easier but in AMD line its about the best you'll get in the forseeable future.)but if money's not a problem go w/ whats been suggested for an Intel build. 04-20-2016, 08:28 AM
If they get an APU not only will Dolphin be slow because of a bad CPU, it can't overclock nearly as well as a Haswell, let alone an FX chip. They'll also have to invest in pretty good cooling because those things get hot as hell, and if it throttles, then it gets even slower.
Not to mention the GPU on those is better than an intel iGPU, but not by much. Assuming the RAM, case, PSU, & dedicated GPU are all the same, its cheaper to get the Intel build. And way faster. Current Intel Haswell is twice as fast as Piledriver (also include the high-end FX 8350) . Skylake is a bit faster than Haswell ...

If he uses Directx12 in Dolphin , dual core will be at disadvantage . I have G3258 @ 4.6GHz
If I use dx11 , G3258 @ 4.6GHz is faster than i7 4700MQ @ 3.4GHz but if I use dx12 , i7 is faster by a large margin (Tested on the most demanding game : The Last Story) Dx12 supports multi-threading . The more thread your CPU has the better speed you gain Edit : Nevermind me . I'm just picky about dual core .
