Windows 8 - XINPUT1_3.dll missing - DirectX update error

So, I recently updated my computer to Windows 8 x64, and just now, I attempted to run the latest version of Dolphin, as seeing others with Windows 8 being able to run it. I run into the problem of "XINPUT1_3.dll is missing", so I follow the FAQs, leading me to install the DirectX runtime. I follow the link, download the program, and run it, but it comes up with an error. The two logs report the following...

Are you referring to this in the FAQ?
Try downloading and installing the offline DirectX Redist.
See if that works for you.

Be sure to install the right package for your OS (32-Bit or 64-Bit)
