I tried running Wind Waker on my Asus Transformer Book T100
Specs:
Intel Atom Z3775, test ran constantly at the turbo clock of around 2.3GHz, as the cooling is good enough to never throttle down.
Intel HD graphics (The Atom's GPU ranks between Sandy and Ivy Bridge integrated GPU's, not great, but can handle 1x IR)
2GB of RAM
Windows 8.1 32-bit
I got about 12FPS walking around Outset Island. The pre-rendered cutscenes managed 30FPS, but wasn't very surprising.
Unfortunately as 32-bit isn't maintained anymore, I had to run a version of Dolphin that was nearly a year old, no doubt the game would have run somewhat better with a brand new revision.
I'm not the best with Dolphin, so I don't know if there was a separate 32-bit branch that was faster than the master, but I don't think you'll get much faster than what I got unless you had a different Dolphin build.
