Most of these tablets come with 32 bit OS's even though the processor is 64 bit

Yeah, seems the best bet for Dolphin on a windows tablet is running a 64bit linux on them(there are communities for running linux on the Venue 8 and Asus Trasformer series tablets).
Although, even if you get one of the newest revisions running with all of the CPU optimizations, the gpu in these tablets is around 1/4 the performance of an intel hd 4000. There isn't anything that can fix that. So if you really want Dolphin to run the best it could on those tablets, install a 64bit linux(google is your friend). Download one of the more recent builds with the optimizations. And I don't know if there is a way to use custom resolutions in Dolphin, but if so try to use a resolution that's half of 1x. Even with all of that, don't expect it to work to well.

Haha half of 640 x 480 It sounds like if I do get something to run at playable speeds then it is going to look completely horrendous. Good luck! Remember, Dolphin and PCSX2 will both take some work to get running well, but N64/PS1 and earlier are all completely doable with these tablets. Plus they can run some older games(like the original Halo, Source Engine games, I've seen skyrim/Fallout/etc although at lower FPS).

I tried running Wind Waker on my Asus Transformer Book T100
Specs: Intel Atom Z3775, test ran constantly at the turbo clock of around 2.3GHz, as the cooling is good enough to never throttle down. Intel HD graphics (The Atom's GPU ranks between Sandy and Ivy Bridge integrated GPU's, not great, but can handle 1x IR) 2GB of RAM Windows 8.1 32-bit I got about 12FPS walking around Outset Island. The pre-rendered cutscenes managed 30FPS, but wasn't very surprising. Unfortunately as 32-bit isn't maintained anymore, I had to run a version of Dolphin that was nearly a year old, no doubt the game would have run somewhat better with a brand new revision. I'm not the best with Dolphin, so I don't know if there was a separate 32-bit branch that was faster than the master, but I don't think you'll get much faster than what I got unless you had a different Dolphin build.
You can always use an older (UNSUPPORTED) 32-bit build.

If you're going to recommend outdated builds, you have to at least stipulate that such builds are no longer supported on the forums, unless you want some users to find out the hard way (and that's always fun for them when they come asking for help...)
