windows 8 laptop.... can it run dolphin?

It not a bad laptop but it low base clock speed combine with it low tdp means it not going to be great or constant for dolphin, as those type of cpu(low power) aren't great for load like dolphin or any application that put a continuous cpu and\or gpu load on it. With that in mind yes you would be better off with the either the acer or asus laptop over that.
