OP, did you perhaps use a different version of Dolphin when you were using XP. If you used an older revision on XP, then upgraded to 7 and got a newer revision, that might be the issue. Newer revisions generally require more from your computer than older ones. You could try using 3.0, or anything older than 3.0-883 to see if that changes anything.
Windows 7 upgrade = poor Dolphin performance

I have tried 3.0 and many revisions. I still have not found a solution. It is odd that the JITIL is working far better than the JIT. When I use the JIT it drops to 20 to 40 FPS on Metroid Prime where I got 45 to 60 before. The sound stutters horribly. When I switch to JITIL the game runs close to normal with better sound but it still is well behind what I had with XP. The affinity is set to both processors cores so I know Dolphin is using both cores...there isn't any vsync problems. I guess I am now getting a little frustrated trying to get Dolphin back to where it was before I went to Windows 7. :/
I just saw something odd. Dolphin under JIT is not using both cores for some reason. The emulator runs exactly the same with enable dual core checked or unchecked. Has anyone had this issue before? I have my card set to performance all the time. 12-20-2012, 06:29 AM
I'm not sure whyu it's using only one core for JIT, but JITIL should be marginally faster than JIT on a 32bit OS anyway (as far as I can remember).

Can my overclocking of the CPU or GFX processors be affecting it? I know that some PC games don't do well with overclocking.
OCing your CPU should almost never result in a slowdown with Dolphin, aside from cases where the increased temps lead to automatic throttling. GPU OCing shouldn't cause slowdowns either, for the most part. The only thing I can think of that might be a concern would be any power-saving options enabled from your GPU drivers, but that's pretty unlikely to be the source of your issue
