Windows 10 is in the talk, promising to bring a more universal experience between computers, smartphones, tablets and even Xbox. It promises to bring DirectX 12 to the Windows Phone and improve gaming on the device. Now I don't have the most top notch computer, but when I use Direct3D for Dolphin there is a major performance improvement. Since Dolphin's Direct3D seems to be far more well optimized, and Windows 10 plans to allow developers to easily recompile programs for the Windows Store, what are the chances that we could see a version of Dolphin for the Windows Store that works with phones and tablets, just like on Android, but taking advantage of the DirectX12 possibilities? I've already seen plenty of emulators on the Windows Store, and it seems like an easy feat with Microsoft's efforts to make development easier.

DirectX12 is unlikely to help much if at all with Dolphin, and we won't know more until a public SDK is released.

This has been discussed before alongside iOS port discussions. In addition to there being no one interested in maintaining a port, Microsoft does not allow JIT execution of externally provided code.
For me NicholasNRG isn't talking about a "port" but about packaging Dolphin, as is now, as a Windows Store app (they allow native code, .exe apps now in the new Store for Windows 10, as far as I know). There's also Project Astoria, it should allow compiling Android apps for Windows Phone 10 with as little modifications as possible, including native code too, so, Dolphin on Windows Phone may be a possibility now. I didn't read anything about JIT code but perhaps it may be allowed now?

AFAIK, whether to allow runtime code generation and execution is generally a system policy unrelated to how the app is packaged; e.g. on iOS it's enforced by the kernel itself, and jailbreaking involves (among other things) patching the kernel to slice out the memory protection security mechanisms. I did some quick googling and found a few people wondering whether Windows 10 Phone would relax this restriction, but no solid information...
