Tested with latest dev build and 5.0-775 that I had laying around. Issue doesn't appear in 5.0, and having done multiple randomizers in the past using versions between 775 and latest, it appears the issue has been fixed and rebroken a number of times since it doesn't appear in 5.0. Can't say for 100% certain that my past playthroughs using the versions in between 775 and latest used Dual Core, but I always leave it on by default and check settings pretty regularly so I'm almost positive.

Issue appears everywhere the sun appears, including the title screen, probably has to do with the rays or lighting effects and not the texture itself. Game slows down to low end single digit FPS. Disabling Dual Core was pretty much the very last thing I did after switching backends, lowering IR and AA, synchronizing GPU thread, and pretty much every combination of video and config options available, so it's definitely the root. Would like to of course leave Dual Core on as speedup is very much appreciated for this title specifically with sailing.

You may want to clear all of your settings (meaning, deleting the Dolphin Emulator folder in Documents after backing up all of your game saves) and then try with latest dev build again, using the defaults.

Oops, seems I forgot to update this after finding a fix, and it was indeed related to the reply above, but in a strange way.

So because I didn't want to delete all my Dolphin files in Documents for settings, hotkeys, etc., I went through and manually cut folders out until I found the culprit "Config". Now the strange thing is that even after removing all of the contents from the folder, the issue persisted, however, after removing all the contents from "Config" (pasted somewhere else momentarily), deleting the original "Config" folder, restarting the emulator which created a new Config folder, and then moving all of the original contents back to the new folder and replacing everything somehow fixed it. I don't know how this all works but I'm really confused how the "Config" folder itself with no data corrupted Dolphin, because like I said I replaced everything created in the new Config folder with my old documents, even the settings.

Looks like you probably managed to have some kind of GPU synchronization set super low, which was breaking things.
