It just depends on the revision number and configuration you use. Try this: Download revision 4682 and apply the following settings:
Download 32 bit here: Dolphin-r4682
Download 64 bit here: Dolphin-x64-r4682
Config -> General:
Set Framelimit to "auto" and activate "Lock threads to cores". Check "Optimize Quantizers (speedup)".
Config -> Wii:
Since I have a 24" monitor (1920x1080) I use Aspect Ratio 16:9.
Config -> Plugins -> Graphics -> "Dolphin Direct3D9" -> "Config" -> Direct3D:
Check V-Sync, Render to main windows and 16:9 (so in my case I unchecked 4:3). Since only the CPU is limiting the gamespeed, I use for both Fullscreen and Windowed resolution "1920x1080" but you can first try 640x480.
Config -> Plugins -> Graphics -> "Dolphin Direct3D9" -> "Config" -> Enhancements:
Check "Enable 16x anisotropy filtering".
When you uncheck "Enable CPU->EFB access (can cause slowdowns, enables pull stars in SMG and lens flare in Zeldas)", you get a significant speedboost, but as it says, you can't pull the stars on Super Mario Galaxy Tongue, so leave it checked...
Config -> Plugins -> Graphics -> "Dolphin Direct3D9" -> "Config" -> Advanced:
Check "Disable Fog"; Enable EFB Copy "To Texture".
Config -> Plugins -> DSP -> Dolphin DSP-HLE Plugin -> "Config":
Uncheck "Enable Audio Throttle".
For me it runs this way the best. I may have 40-60 fps, but the gameplay is on larger planets still too slow.
