Would this config run games in 30 fps or more?

System: Lubuntu 19.04 x86 64-bit
CPU: AMD Ryzen 5 2400G (EAN 0730143309080 SKU YD2400C5FBBOX) (maybe also a Ryzen 3 2200g, Ryzen 3 3200g or Ryzen 5 3400g)
GPU: AMD Radeon Vega 11(EAN 0730143309080 SKU YD2400C5FBBOX)
RAM: 8GB G.Skill Aegis (EAN 4719692013439 SKU F4-3000C16S-8GISB)
Dolphin Revision: Newest one for Linux

Games that should be playable at 30+ fps:
Mario Kart: Double Dash!
The Simpsons: Hit & Run
Fifa Football 2004
Wii Fit Plus
Wii Sports
Boomblox
Lego Starwars: The complete saga
Mario Kart Wii
Luigies Mansion 1
Circuit Breakers(PS 1 game via wii homebrew)
V-Rally(PS 1 game via wii homebrew)
Metroid Prime 1-3

I can't guarentee every game on your list, but yes it should run most games at full speed as long as you keep the enhancements reasonable 2-3x internal resolution (720p or 1080p). I would highly recommend using 2 sticks of RAM since dual channel RAM is inportant for both Ryzen and integrated graphics, but besides that the Ryzen 2400g is a perfectly reasonable APU to use for Dolphin emulation.

You technically don't need either (unless you want to use features that specifically require an internet connection, in which case either is fine. Ethernet gives you somewhat lower latency when using netplay, though).
