The answer from me would be yes, if certain conditions are met. Here's my specs:
CPU: intel i3-2370M
Graphics: NVidia GE Force GT630M
RAM: 16GB DDR3
I had issues with SSBM as well, but I finally managed to run it decently. And for decently I mean I can fight classic in very hard fluidly even in stages like giant someone (heaviest is giant link or giant captain falcon due to the scenery being very demanding) or team someone (worst is team kirby, fountain of dreams demands a metric crapton of resources). The conditions are as follows:
-Have tune up utilities installed and configure turbo mode to turn off everything it can turn off (visuals, background processes, reduce priorities for off-focus, etc.). I tried game booster and not only did it not increase performance, but it actually made my computer SLOWER to start up
-Open task manager and find dolphin under processes, change the priority to high (real-time causes some issues and dolphin can crash)
-Most important of all: do not, I repeat DO NOT use the rom from **** under any circumstances. As soon as I switched to the **** .gcm I saw a TREMENDOUS (+20fps) improvement
My specs are lower than yours, and as a fellow engineering student I totally understand your need to run heavily demanding programs (SolidWorks, Autocad, Proteus, Inventor) on the go. Plus, it's always awesome to be able to say "hey guys, we have 1 hour before next class, how'bout some melee until then?"
EDIT: I almost forgot! Bonus condition: less demanding stages in vs mean more fluid gaming. Low demand stages are those like corneria, yoshi's story, jungle japes, flat zone. Small to medium stages that feature little involvement of the scenery into the combat. Stages like mute city that are constantly moving and changing take away quite a bit of processing power.
