No it won't. IPC is so different in some architectures that clock rate becomes completely irrelevant when comparing them.

That's impossible. A core 2 duo is on average twice as fast as a pentium 4 in clock for clock single threaded performance, that includes emulators. A core 2 duo at 2.4GHz will beat a 3 GHz pentium 4 in every single application by a large margin.
