You will have to put together components that are much much newer/better then that 6600 generation.
To give you an idea, If you were starting from scratch(give or take an old pc case), I would feel spending $700-$800 at a minimum with modern retail components would be enough to have level of some fun with the Dolphin.
I think you misinterpreted his post. He's saying that you don't need to buy a whole new system. You can just replace the cpu, gpu, and motherboard for fairly cheap since those are the "base" components (components that actually affect performance). And just reuse whatever else you have lying around. He knows that old CPUs/GPUs are not good enough. He's just telling him to upgrade in a more cost efficient manner.
And in most cases he's right. In this particular case though the OPs hardware is so old that he can't do that.
He's likely using a IDE HDD and ODD. Modern motherboards don't support IDE anymore so he will need to replace them with SATA drives.
He's likely using DDR RAM (maybe DDR2). Modern motherboards use DDR3 RAM so he will need new RAM.
He's likely using an old PSU that is barely still functioning and has a low wattage rating from the days when PCs didn't need >200 watts. Thus he will need a stronger PSU to power a modern system.
Thus he can't really save any money by reusing anything. Most people can just get away with upgrading the cpu, mobo, and gpu. But not in this case.
