Buy A8 6600k (or A10 6800k) , it's an APU(CPU+GPU) which is ok for Dolphin and you don't need a graphic card , you can overclock if you want more performance .Therefore , even a shitty PSU can handle it , no need to upgrade PSU
Mobo : ASRock FM2A75M or Asrock FM2A85X (better for overclocking)
Ram : Gskill Ripjaws 2x2GB DDR3 1600MHz

ive been planning on a new computer Tongue ( just havent had time to go and get the parts)
im eye-ballin that Asrock FM2A85X
and that APU there but i think ill go for a normal cpu at around 4.0 and a geforce 6600 gt so i have left over for steam

6600GT is garbage
A10 6800k GPU performance is on par with AMD 6670 or Nvidia GT 640
A8 6600k GPU performance is a bit weaker

alright how does this sound Asrock FM2A85X with a A10 6800k on windows 7 home premium with dolphin 3.5 at 1.5x IR for LOZ games and super smash bros

Zelda TP and Zelda SS are demanding games . There is no way these games would run full speed on a mid range CPU like A10 6800k (You will need top of the line CPU like i5 4670k + Z87 mobo )
Zelda WW is a light-weight game , it should run full speed at 3x or even 4xIR
"Super Smash Bros" is not a single game . There are 2 games : Melee and Brawl . Both of them are not demanding games . Therefore , these game should run ok at 2.5xIR or even 3xIR

im not looking into zelda SS ima save that for when i mod my wii but even if TP still cant run at lowest settings ?

It will run full speed at beginning . Once you enter Hyrule Field , FPS will drop . Hyrule Field later part is even worse
So nope , lower graphic settings won't help at all
