I have Toshiba laptop. Here are the specs:

Processor Name: Intel Core i3-2310M
Processor Speed: 2.1 GHz
Operating System: Microsoft Windows 7 Home Premium
RAM: 4 GB
Graphics Card: Intel HD Graphics 3000

Can I run Dolphin well on this?

You will need at least i5 4200M @ 3.0GHz if you want to run most games at playable speed
Your current laptop can play some light-weight games full speed . Most games won't run well on yours

Excuse me, but can I overclock a Intel Core i7 4710HQ (2.50GHz) to 3 GHz to run games like Metroid Prime, Starfox Adventures, and F-Zero GX?
