I think you need to reassess your definition of a tight budget.

You should be able to play most games with fullspeed easily.
Which games are you going to play?

Super mario Galaxy 1 & 2
Skyward Sword is my reason for making this.
I have tons of wii games that i bought but i need to rip them
oh and many other wii games as i have not played since my original
wii broke down last year. I think a child stuck something in the cd drive.

Well one thing is certain, you won't get disappointed with the Dolphin experience on that setup. Congratulations to you and if you have game or emulation related questions, the forum is always open.

You should be able to play all of these with playable framerates.
The Mario Galaxy games will require some overclocking though.

You might, or you might not be able to OC with the stock CPU.
Check your idle temps, and full load temps first with Prime95 and report back.

Stock coolers aren't really meant to be used to overclock your CPU, so if you still want to overclock, you'll have to get an aftermarket cooler.
