Specs are

Intel Quad Core I5
ATI Radeon 5450 1gb
4gb DDR3

Nope, your CPU is too weak. SMG2 needs an Core i5-3570k @ 4.2Ghz (in most cases)

Just wondering how you know his CPU is too weak, he hasn't even listed the exact model. It could be a i5-2500K or something.

You're expected to figure out that Dolphin needs a pretty powerful CPU to handle Dolphin on your own; if you come around and create a thread asking if your Pentium 4 will handle Super Mario Galaxy, your thread will be merciless closed.

Don't list your specs and then run off. Listing your specs (PC hardware information) and then asking what speeds should you expect would not be a valid post. Other things are needed from you, like exactly which games you want to play and what level of graphic detail you want or expect. Depending on the game, full-speed can be achieved on an average PC or the game could need a PC that is very powerful. It's not a simple all yes or all no answer (unless your PC is really outdated), so give more details when you post.
