Well to be honest, dolphin really depends on the CPU. However the GTX 970 performance is huge compared to the 960. If you're planning on playing other PC games, and not just dolphin, you may benefit from the 970. But if your main aim is dolphin, definitely try and get the i5-4690. You'll get the best performance.
Will my new PC be able to run Dolphin effectively?

If anyone's interested, my PC arrived yesterday, and I eventually opted for a GTX 960 with a i5 4690, due to price issues. I'll be able to play around with it maybe 26th-27th.

I know I would die waiting for the new pc, but then again you probably have better self control Even though you couldn't get an i7, the new pc is a beast and plows through Dolphin (and most other things) with ease. I have the same CPU (and a GTX 970) and run most games with 6xIR. Happy holidays! I am very much looking forward to playing my Wii games at high settings, as well as playing games like Team Fortress 2, which is a nightmare to play on my current PC... unstable 40-60fps on minimum 12-19-2015, 08:01 AM
I've got an i5-6600K and an GTX 970, and I'm also probably going to be playing on the 25th or 26th. I, however, don't have any bluetooth adapters, so I cannot play Wii games yet, but I will pick one up soon.
But I have GameCube games I want to play so, I'll be fine 12-19-2015, 11:20 PM
