Well then I don't know. If the exact same spot exhibits wildly different performance on multiple run through than either some settings were changed or the hardware was changed (throttling).

How does it perform now in that same spot?
If you sit perfectly still for 5 minutes does the performance drop?

No, the performance does not drop if I stand still, though it DOES drop for the whole session if I move, and especially much if I switch between interiors and the overworld. I measured my FPS standing still after loading a save in Forsaken Fortress (31 FPS), standing still in forsaken fortress right after getting the sword (facing the door, 29 FPS), and I measured it again when I got to Dragon Roost island, at which point I was experiencing 27 FPS. While moving, right after loading the save, I'd only drop to around 29 FPS, around the time of getting the sword I dropped to 25 FPS, and on dragon roost I dropped to 20 and lower while moving.

This is after changing all of my graphics settings back to what I remember the defaults to be, in D3D.

Try downclocking your OC some. That OC might not be stable with your CPU/motherboard.

He's already ruled out throttling. And instability would not cause a drop in performance. It would cause a crash.

Have you tried openGL with vertex shader hack?

GPU doesn't support Vertex Shader Hack, but yes, I did. Was just my regular slower running that I get when running in OGL (read: AMD GPU, not dolphin problem).

Wait how were you using d3d if you were using xubuntu?

Post your settings. I would also strongly advise switching to a 64 bit distro to run the 64 bit builds.

I'm using windows; got a dvd to put my backup of the disc on on, forgot to change my profile.

Well I still cannot account for the change in performance in the same spots after visiting other areas. But I can tell you that your performance is roughly where it should be for that hardware. You are in need of a cpu upgrade at some point in the future.

Alternatively you can boost performance by disabling LLE audio and copy efb to ram in the games .ini file. Both of which are forced by default and override the global settings. That will boost performance dramatically but will cause some known issues including random crashes during cutscenes and the pictobox not working. So be forewarned.

The .ini files will be located in C:\Program Files\Dolphin\Sys\GameSettings
GZLE01.ini is the file for WW. I trust you can figure out what to do from there. Don't forget to save it!

Yes, it worked. I can now play wind waker at full speed, with some of the gpu-tied graphics options cranked.

But I've suddenly noticed: What happened to the OCL texture decoder?

It was removed because it was being useless.
