Is avx a new standard for lets say sse? Will dolphin use it? What is it exactly and can dolphin benefit from it? I ask this because I plan to buy a new cpu and wondered if I should wait a bit for this AVX if it will benefit dolphin.

Getting those new cpus alone will benefit because they are faster and more efficient design.

Almost with 100% certainty someone will compile builds that are optimized for AVX if it's deemed to have a positive impact on performance.. There is zero technical obstacle why it couldn't be done

Will there be dolphin builds that use avx? Yes. Will they do it natively? Probably not, it will have to be handled by the compiler.
