My OS is Windows 7 Professional 64bit. The dongle itself, after a reboot, comes up under a new name and when right clicked via the Device and Printers window, has a lot of different settings but none of them every work. This is what happens when the dongle doesn't work;

When it works from initial install, the above is the Bluetooth icon and I can right click and add device, view devices connected etc etc. After reboot, the above happens.
As for MSConfig, everything seems to be checked except automatic updaters for Adobe, Java etc etc. As for services, everything seems to be running but none of them are under IOGear or bluetooth, so they could be running under a different name or not at all I guess. I'm doing a reinstall and this time, I'm installing Motionjoy first and then I will install Bluetooth. If it doesn't work at all, then it might be a conflict with Motionjoy drivers? I'll edit back in a moment with an image and update.

Added the images. Also, fresh install of the dongle after Motionjoy doesn't work. I'm going to uninstall Motionjoy and the bluetooth drivers now and try it with just the dongle. If it works after several reboots then I'm going to assume I cannot use Motionjou, latest, with my dongle...which would suck.

That was a pain. This time uninstall all of the drivers for both Motionjoy and the driver was a lot more of a pain in the arse. I had to use CCcleaner to clean my computer entirely of unused and unneeded drivers etc etc. After reboot, the computer seemingly never even picked up the dongle. No installation started. However, I went into Device Manage and saw a new "Unknown Devices". I clicked that and saw the name "BCM92046DG-CL1ROM" and a "Unknown Device" below it. I searched for drivers for the Unknown Device first and then "BCM92046DG-CL1ROM" which then got renamed into "Broadcom 2046 Bluetooth 2.1+EDR USB Device with First Connect", and then the Bluetooth icon appeared at the bottom right after they were all done.
