If you were using MS bluetooth stack initially (assuming), did you right click the bluetooth manager in the bottom right? http://i.msdn.microsoft.com/dynimg/IC658141.jpg
you need to make sure that "allow bluetooth devices to find this computer" is checked so that it may recognize it in the firstplace. after a fresh install, this setting is unchecked by default.
Also regarding your wiimote, if you have to plug in the wiimotion plus into the bottom, then the controller itself is probably not a -TR controller (read through the forums about the difference and the possibility of having a fake wiimote which is much harder to work with). Not sure about the support of a non -TR with the wiimotion plus attatched and whether it conflicts with bluetooth recognition, but if you got it to connect once before, chances are you may be able to so again. MS bluetooth stack should work with the original wiimote and has been known to connect with the -TR version but has issues in itself. toshiba stack is a good route to go if MS BT stack isn't working right for you. try suggested steps first.
