Because with (at least) official Wiimote, if it does blink with 4 leds for few seconds, then it means that you are out of sync.
Maybe bluesoleil damaged Windows driver, it's not the 1st time we see that, you might be able to try again with a fresh OS, but I can't say it will work for sure, try installing on a new partition quickly for testing purpose.
