The pairing-up with dolphin does work sometimes, but usually it doesen't.
One thing you could do, is always delete your wiimote from the bt-devices and reinstall it.
Because I was tired of doing this (lotta fun, especially when you want to play with 4 people at a time), I wrote a tiny program, called Wiimote Sync. 99% of the time you do it with this program the Wiimotes will work. The remaining 1% is only, when the batteries' energy is too low

I still feel like advertising my stuff, but it's still the #1 advice i'd give, because it simply works
