I wouldn't know whether it supports a specific Bluetooth device or not (besides the one on the recommended accessories page), but it definitely works on non-Toshiba PCs, and the stack from the download link in the guide *should* either refrain from asking for payment or easily let you work around it, IIRC.
Always take whatever I say with a pinch of salt, though. I haven't used the Toshiba stack at all, nor do I own the OS (Windows) or Wii Remotes (-TR remotes) that need it, so I have zero actual experience with all this and I'm just regurgitating what other people say and filling the holes with common sense. (This goes for other things, too, e.g. performance/hardware-buying advice, code/development/functionality details...)
