I game on a desktop PC, so I remove the BT dongle when I'm done. This turns off the controller (blue lights go off).
It will actually turn on if you press any button.
I guess if your BT is non-removable \ you don't wanna remove it, you can turn it off (using windows' 10 control panel on the right hand side) to make the controller turn off.
