Actually, I just recently got this sound card, and beforehand was using onboard audio. I still had problems with onboard audio though.

I'm not using any kind of specific settings. I'm just using a whole ton of different combinations of settings (LLE on/HLE on, idle skipping on/off, etc) hoping something will work.

Try running in it dx11 mode see if that helps.
While I don't have fraps running, I do run the game in windowed mode and I can see the fps/vps bar at the top of the Dolphin window. I also applied the 30 fps patch, so it's running at 30 fps instead of 25. When I look at the fps/vps bar though it does spike down to about 10 and then spike upwards back to 30. During battles for instance, I get a ton of microfreezing (for like a second or two) with the audio looping. It does this in both DX9 and DX11 mode.
