Well, putting everything to max is kinda the wrong way to get good speed 
Put internal resolution to 3x if you have a full HD monitor. You can add AA once you've got the game running smoothly. Tell us (or make a screenshot) what your hacks settings are.
Make sure you're not using Dolphin 4.0.2 but the most recent development version: https://dolphin-emu.org/download/list/master/1/
Have you actually applied the 30 FPS patch? It's not enough just to 'put' it somewhere ^^
Also, don't use the ULTRA HD pack. You shouldn't see much of a difference with the normal one but you will get ugly loading stutters with the big files.
If you think your PC should have no problem running this at max settings at all: emulation is something entirely different than running a pc game.
