The WWE games for the Wii are quite demanding. You most likely won't get constant 40+ FPS. You'll either have to overclock your current hardware or upgrade to something better. Haswell CPUs will be coming out soon, and there should be plenty of options available that will run this game 40+ FPS fine without overclocking (maybe not fullspeed though).

The GPU in Dolphin is responsible for things like Internal Resolution and Anti-Aliasing. Overclocking that would only help you to improve the graphical quality and ensure that your GPU doesn't bottleneck your system when raising those settings. It would not result in a speed-up if your GPU isn't the bottleneck for your current settings. For example, if you played on the lowest settings (1x IR, no AA) and your GPU isn't bottlenecked on those settings, overclocking your GPU wouldn't give you a speed boost.

Your CPU is largely the key to speed in most games with Dolphin. Your CPU is outdated and fairly weak for Dolphin. Like I said, you could overclock that (if it's possible with your motherboard and CPU) but I'd advise just waiting until you can get a new computer. Even a dual-core Haswell clocked at 2.6GHz will significantly outrun your Wolfdale E5300 at the same clock, for Dolphin and a lot of other applications.

It's a 30fps game. Your CPU even overclocked is too weak for this game (very demanding). Don't expect more than 15-20fps
