There are far more important things for an immature emulator than minimizing graphics API overhead. They might add D3D12 (Vulkan?) support later, when they're more mature.

Also, DX12 is not automatically faster than OGL. OGL, especially if it's used properly, can easily match DX12--at least on Nvidia cards (it could on AMD cards too if they wrote less shitty drivers). But more importantly, OGL is compatible across all three major OSes, whereas DX12 is only compatible with exactly one version of Windows, which also happens to be a version of Windows that many are refusing to upgrade to.

Anyone knows if Dolphin has any plans to develope a Wii U emulator in the near future? I thing that forking the decaf-emu (which looks dead) could be a good starter.

No, Wii and Wii U architectures are too different to share the same emulator.
