Tetris Party Premium (Japan-English) or Tetris Party Deluxe(US) is a puzzle video game by Hudson Soft for WiiWare/Wii/DS. An installment of the Tetris series, the game supports the use of Miis and the Wii Balance Board, and features both local and online multiplayer in addition to several single-player modes unique to the game.

How can I get the classic controller to work?

I don't see an option for it in the game, and I don't see any way to emulate a classic controller without also emulating a wiimote since the CC is just an extension.

According to the game's website it does support classic controllers, I think it just defaults to the wiimote when one is plugged in.

Hehe, I know that. I guess I didn't explain well enough.

The controller does work in the menus and the buttons for rotating and dropping pieces do work when playing, but the d-pad won't work for moving pieces. Instead, the game wants the wiimote to be used for moving.

I think the problem is that the game still thinks a wiimote is plugged in and wants it to be used over the classic controller. And since the CC is just an extension of the wiimote in Dolphin, is it not possible to turn off the wiimote but keep the CC on?

I figured out how to solve this! Setup the classic controller or sideways wiimote emulation like you normally would. Then right click the "hide" setting. It will bring up advanced option. Select any button not currently being used (I used button 7 which is the left analog stick being pressed down on an xbox 360 controller) and then click !not. This reverses the normal affect so that you have to hit that button to enable the pointer. Let me know if you have any other questions!
