Wii System Menu Issues on Dolphin 5.0

I've been trying to get the Wii System Menu to work with Dolphin for hours now and I have numerous issues with it. The first issue is that even though the emulator has the .WAD files for the Mii and Wii Shop channels, and the Wii System Menu detects them on the home screen, attempting to launch any of these through the System Menu will simply restart the Wii System Menu. I'm using the v514E Wii System Menu. Another issue is that the Wii System Menu is claiming to be out of date, and when I attempt to update it, it fails immediately with error code 32017.

NOTES:
I did NOT use a NAND taken from a Wii console, I simply took the Wii System Menu, Mii Channel and Wii Shop Channel WAD files from NUS Downloader.
I have NOT downloaded any IOS' apart from IOS13 for the internet usage (I'm assuming that's why I have it as I was told I needed it).
