Try loading the Mii Channel from the Dolphin game list instead. Also, your PC specs in your profile are not specific enough, please fix that.

CPU: AMD Llano A6-3400M, Quad-Core, 1.4GHz-2.6GHz (Overclocked)

i KNOW MORE OR LESS FOR DEFINITE THAT IF YOU DUMP YOUR wII'S nand

//Damned Caps Lock

the system menu should be navigatable and functional. However, I'm pretty sure that I've got it so I can load a Mii Channel off a system menu, even though I got both off the update partition of a MarioKart disk, rather than a NAND dump.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56
