The wii system menu does not display the opening.bnr video or image of the changed disc
What needs to be implemented for this to work?

This should be working already. I've heard about problems with it once or twice, but I haven't been able to reproduce them.

Try the latest dev build, or go back to older builds and find which one it worked in by bisecting the build numbers.

Also remember, if you're loading a game, quitting to the Wii menu, and then trying to load a different game, you might be running into game .INI issues:
-the first loaded game might change some settings to have it be compatible
-the second game may not like those changes, and that's why it's failing.

While it's possible that games have problem running without the right INI, it won't prevent the Wii Menu from showing their animations. (Also, the most common problem is that a setting that's needed is missing, not that there's something extra enabled that a game doesn't like. Common INI settings like safe texture cache and enabling EFB2RAM and XFB only increase accuracy.)

Thanks for adding that clarification.
