AFAIK only one 360 controller works. But I could be mistaken.

Well you can choose the controller number under the 'Enable x360 pad' selection so I suppose you can use multiple 360 controllers. I only have one so can't confirm that.

Is there any other way to get the FPS up? I'm running at about 20-25 FPS with just two people on screen. >< What are the minimal settings I can run this on?

Post your PC specs. Also try to disable Progressive Scan - 4-5 FPS increase. If you have AA enabled, disable - 4-5 FPS increase.

My problem is that the game runs and is playable, but looks like absolute hell. Models are distorted all over the place, and it's hard to see what I'm doing. Same thing in both dolphin team's latest bi-weekly build (2745) and 2853 build. Attempted to use settings as shown, but problem was there, and won't go away, no matter what I try.

All I want from this game is to rip the Blue and Red Alloy models, so having distortion like this is a problem.

Specs are:
AMD Athlon64X2 3400+
1GB RAM
ATI Radeon X1950 Pro (CCC 8.9 drivers)

Use regular Dolphin, not IL core version.
