It's a file created/updated by Nintendo's SDK, so ideally you shouldn't be messing with it at all.
Does launching the title from the System Menu work? (assuming you have all IOSes installed) 06-09-2017, 07:12 AM

With it though certain virtual console games don't launch from dolphins gui properly. It will launch the black health and safety warning screen then take me to the system menu. 06-09-2017, 07:27 AM
Yeah, then that just means it's a Dolphin bug. Please file a bug on the issue tracker.

Actually, it's probably fine to not file any new issue. I had already opened one another NAND titles not being booted properly at all, and your issue is just yet another consequence of that.
