Can you please confirm which settings you are using, and if the issue effects all of the various video back-ends? I'd like a bit more clarity before I document such on the wiki.

Direct3D9 / Enhancements

Internal resolution: 2x
Anisotropic Filter: 16x


Game properties checked:

Accurate VBeam emulation
Speed up Disc Transfer Rate


Direct3D11 and OpenGL has the same issue.

Why no one mentions Disabling Fog? The game looks washed out in any scene otherwise. I've attached comparsion screenshots.

   
   

You may also want to set Texture Cache Accuracy to the left foremost to fix some ghostering in a scene or two. (SafeTextureCacheColorSamples = 0 instead of 512 in the game ini) Look at the rails:
