As I stated in my post, it was not installed with my Windows 7 Home Edition 64-bit for some reason. I tried finding the "Generic Bluetooth Adapter" driver in Windows to no avail. If you search the internet, you will find others who do not have the Windows Bluetooth Stack installed in Windows 7.
Once I installed it, my Bluetooth Dongle worked the way it should have from the beginning.
