I too am having this problem. i have 2 xbox 360 wireless controllers. 1st one can be set fine and 1 player works well, but i cannot map 2nd controller. As soon as i try to config wiimote 2 i cant map any button to the 2nd controller regarldless of selecting it under "gamepad". only input that is recognised is from the 1st controller. I tried using XPadder for the second controller and mapping keyboard buttons but then when ingame i can't get the controller connected after selecting "2 players", ie. "press 2" to connect 2nd player.
Bit stupid of windows to not number the controllers.

You think that there would be a way to identify them easily for mapping purposes.
Don't know what i did, but ended up getting it to work fine in the end. I remapped everything on the first controller then went into 2nd controller and everything was fine.
In game must use
Alt F6 to enable player 2.
