This problem probably hasn't come up much if ever.  I copied my NAND over to use in Dolphin awhile back and I have my Wii set to boot into USB Loader GX as soon as it is powered on.  The only way I can access the Wii Menu on it is to hold power and reset to boot Priloader and select system menu.

I didn't think about that when I copied the NAND over to use in Dolphin.  If I try to boot into the Wii Menu it tries to boot USB Loader GX with the error "loading any cios. USB Loader GX requires at least cIOS 222 or 245-250"

Now this isn't a huge deal as that isn't really much reason to go into the system menu on Dolphin.  The main reason I wanted to is because when I change the sensor bar position from top to bottom in Dolphin itself it doesn't seem to change it.  So I thought I'd change the setting in the setting on the Wii menu.  I ended up just sitting the sensor bar on top of the TV so it really isn't much of a problem.

But still I wonder if there is any way to fix this problem so I could boot to the Wii menu?  Is it possible to simulate holding the power and reset button in Dolphin to load Priloader or any other way to load Priloader?  Or if not that is there any other way to fix this issue?

Right now, Dolphin doesn't really have a way to hold the power and reset buttons, and getting Priiloader to work is impossible. Your best option would be to reinstall the system menu using Dolphin's system update feature. You might need to manually delete the system menu first.

Yes, you can do that. But there's not much difference between doing that and deleting the system menu from the current NAND. (Of course, I would recommend creating a backup before deleting anything, just in case something that shouldn't be deleted gets deleted.)

The system menu version that was installed was 4.1.  I just went to perform system update in Dolphin and it updated it to 4.3 and it now loads the system menu perfectly fine! Big Grin  I'm guessing it was so easy because I was on 4.1 so it updated and re-installed the system menu with version 4.3.  If I had already been on 4.3 I'm guessing running the system update wouldn't have fixed the problem as easily without deleting some things first.

So my problem is fixed! Thank you very much for the help.
