Hi so I want to access the Wii Menu for Dolphin,however I can't figure out how to access it.Do I need to download the Wii Menu from somewhere or from Dolphin itself?

Assuming you're running the current development builds, go to Tools => Perform Online System Update => Current Region (or the region that matches most of your Wii games). After the update is finished, you can go to Tools => Load Wii System Menu whenever you want...
