Emulation Status & Speed (Dolphin r5149)

What works:
- Everything for the most part.
What does not work:
- Some of the menus were missing elements and the colors were messed up when you would go into the pause screen. Most of my issues with the colors and the menu elements missing were fixed by enabling [color=#FF0000]safe texture cache[/color].
Emulation Speed
- Reported 100% speed by the emulator but in actuality it runs at about half speed.. same issue as Megaman 9. Sound is mostly 100% speed which is what leads me to believe it's not my computer.
Additional Information
Are there any plans to make this game run as it should? It runs at like half speed despite the emulator reporting 100%. It's the exact same problem that Megaman 9 has. Surely there would be enough support from the community to warrant attempts to fix this. It's not completely unplayable, but Megaman doesn't really have the same charm when the required reaction time to play the game well is essentially doubled.
