Graphics cards aren't really used with Dolphin as far as I can recall, it's related more to your hardware, especially CPU.
I tried with DX9, some of the menus seem to just not show up (i.e. 2v2/3v3 pick menus, Mii selection screen). I'll have to do some investigating and post my specs.
