Error message reads "File C:\User\me\Downloads\Dolphin-x68\sys\Wii/shared1/00000000.app could not be opened!  This may happen with improper permissions or use by another process. Press Yes to make another attempt".

Pressing yes will result in the same error, pressing ignore for this session results in a black screen while pressing no lets me in the game with no problem. This dosen't have a big affect on anything really but it's just annoying clicking "no" every time I have to play a wii game or open the wii system menu.

Try running Dolphin with Administrator rights.

If this doesn’t help then it might be possible that your Anti-Virus software is stopping Dolphin from creating new files.
If that’s the case, then make an exception in your Anti-Virus to allow Dolphin.

Don't run Dolphin with administrator rights. That should never be necessary, and comes with security risks.

What do you recommend me do to fix this issue?

Oh, thank you @JosJuice for correcting me.

Have you checked your Anti-Virus software? Most probably it is causing the problem. If yes, then allow Dolphin to work properly by making an exception for it in the Anti-Virus.

I turned my Anti-Virus off and it's still causing the error to pop up. (it would also show a notif whenever I opened dolphin if the Anti-Virus software was blocking it)
