A sensor bar is really a must. But it's possible to make a makeshift sensor bar using for instance two candles, in case you don't have a proper one that you can use.

Yes, there are kinds of motion control that don't use the sensor bar. The rule of thumb is that the sensor bar only is used if a cursor is supposed to show up on the screen (though there are exceptions, such as Zelda: Skyward Sword and a specific microgame in WarioWare: Smooth Moves).
